Outbound CBP must also issue an “Outbound Export” permit when it approves the shipment of outbound cargo as being covered goods. Outbound Export permits authorize a ship to take outbound cargo. CBP has the authority to permit the export (importation) of outbound commodities out of the United States using any port the ship may be in, provided that the ship's destination is located in the U.S. for a minimum period of three days prior to the time the vessel enters U.S. territorial seas. For the purposes of this EIP, “outbound” means that the ship will leave the United States, the ship will arrive in the U.S., the ship will leave U.S. territorial waters, and the ship will enter U.S. territorial seas. “Outbound Export” is used to indicate that cargo of the ship will be available for export outside the U.S.
